The Employers’ Liability Tracing Office (ELTO) is an independent body set up to provide claimants and their representatives with quick and easy access to a database of EL policies through an online enquiry facility, helping them to find their employer’s EL insurer. ELTO replaces the current EL tracing service, which has been in place since 1999.
ELTO has built and will continue to maintain the database of EL policies - the Employers’ Liability Database (ELD). The ELD contains new and renewed Employers’ Liability (EL) insurance policies from April 2011, policies from before April 2011 that have new claims made against them and policies that have been and will continue to be identified through the tracing service.
Co-insured and Excess Policies are also required but if a firm has entered a Co-insurance or Excess Policy arrangement, only the Lead Insurer is required to submit the policy data to the ELD, subject to the conditions listed in ICOBS 8 Annex 1, 1.1R (1) and (2) http://fshandbook.info/FS/html/FCA/ICOBS/8/4.
Using the Database: The database can be used for one-off searches; however regular users of the service (such as personal injury lawyers) are required to register to gain access to an unlimited number of enquiries. Benefits of registration include pre-population of some data fields and unlimited enquiries.
Registration is currently free and can be done using the Registration Form
One Off User: No registration, access to the current side menu, basic ‘one off’ searches.
Registered User: Registration and approval process. Access to additional benefits.
Member/Delegated Authority: Available to insurers and delegated authorities only.
